Stek successfully represented the Royal Dutch Football Association (KNVB) in preliminary relief proceedings on the legality of the FIFA Football Agent Regulations (FFAR). KNVB and the Fédération International de Football Association (FIFA) were defendants in the current proceedings. The proceedings were initiated by the European Football Agents Association (EFAA), Pro Agent and two individual football agents, and took place against the background of preliminary questions on the same substantive matters currently being referred to the Court of Justice of the European Union (Court of Justice) by the Landgericht Mainz as well as arbitration proceedings currently pending before the Court of Arbitration for Sport (CAS).

The claimants argument that there was sufficient urgency in the current case to decide on the matter before awaiting the preliminary ruling of the Court of Justice was rejected. The Court agreed with the KNVB and FIFA that it is necessary to await the preliminary ruling of the Court of Justice. This would otherwise lead to inconsistent and incorrect rulings on the legality of the FFAR. All claims of the agents were rejected.
